Sr. Analyst/JIRA SME (Remote)

Job Summary

GovCIO is seeking a Sr. Analyst/JIRA SME to support the Patient Care Services Product Line for the U.S. Department of Veterans Affairs. This fully remote role is based in Bismarck, Burleigh County, ND, with core hours 8 am‑5 pm ET.

Key Responsibilities

• Act as the subject‑matter expert for JIRA, managing configuration, workflow design, and custom field implementation.
• Collaborate with agile development teams to translate business requirements into JIRA solutions that support sprint planning, backlog grooming, and release tracking.
• Provide day‑to‑day support, troubleshooting, and training for end‑users and administrators.
• Maintain JIRA integrations with Confluence, Bitbucket, and other DevOps tools.
• Develop and enforce best‑practice guidelines, documentation, and standard operating procedures for JIRA usage.
• Conduct regular audits to ensure data integrity, security compliance, and alignment with VA suitability/public trust requirements.
• Generate reports and dashboards for leadership to monitor project performance and resource allocation.
• Participate in continuous improvement initiatives, recommending automation and process enhancements.

Required Qualifications

• Minimum 5 years of experience in JIRA administration and agile project management.
• Strong understanding of Scrum, Kanban, and SAFe frameworks.
• Proven ability to configure JIRA Service Management, JIRA Software, and related plugins.
• Excellent problem‑solving, communication, and stakeholder‑management skills.
• U.S. citizenship with eligibility for a Public Trust or Suitability clearance.
• Ability to work remotely from the United States, adhering to 8 am‑5 pm ET core hours.

Preferred Skills

• Experience supporting healthcare or government IT projects, especially within the VA.
• Knowledge of ITIL processes and service‑desk operations.
• Certifications such as Atlassian Certified JIRA Administrator, PMP, or Agile Certified Practitioner.

Compensation & Benefits
