Sr. Analyst/JIRA SME (Remote)

GovCIO is seeking a Sr. Analyst/JIRA SME to support the Patient Care Services Product Line for the U.S. Department of Veterans Affairs. This fully remote role is based in Wyoming, Kent County, US, with a salary of $136,458.56 per year.

Key Responsibilities

• Act as the subject matter expert for JIRA, configuring boards, workflows, and custom fields to support agile development teams.
• Collaborate with VA stakeholders to gather requirements, translate them into JIRA solutions, and ensure alignment with VA security and compliance standards.
• Provide day‑to‑day support, troubleshooting, and training for end‑users across multiple locations.
• Lead the design and implementation of agile processes, including sprint planning, backlog grooming, and reporting.
• Maintain documentation, best‑practice guides, and knowledge‑base articles for JIRA administration.
• Monitor system performance, conduct regular audits, and apply updates or patches as needed.
• Participate in on‑call rotation to address critical incidents during core business hours (8 am‑5 pm ET).

Required Qualifications

• U.S. citizenship with ability to obtain and maintain a Suitability/Public Trust clearance.
• 5+ years of experience in JIRA administration and agile software development environments.
• Strong knowledge of Scrum, Kanban, and SAFe frameworks.
• Proficiency with REST APIs, scripting (e.g., PowerShell, Python) for automation.
• Excellent communication skills and ability to work with cross‑functional, geographically dispersed teams.
• Experience supporting federal or healthcare IT projects is a plus.
