Sr. Analyst/JIRA SME (Remote)

GovCIO is seeking a Sr. Analyst/JIRA SME to support the Patient Care Services Product Line for the U.S. Department of Veterans Affairs. This fully remote role is based in Baton Rouge, East Baton Rouge Parish, with core hours 8 am‑5 pm ET.

Key Responsibilities

• Act as the subject‑matter expert for JIRA, configuring workflows, screens, fields, and dashboards to meet agile development needs.
• Collaborate with VA product owners, developers, and QA teams to translate business requirements into JIRA solutions.
• Maintain and improve JIRA integrations with Confluence, Bitbucket, and other DevOps tools.
• Provide day‑to‑day support, troubleshooting, and training for end‑users across multiple VA sites.
• Generate reports and metrics to monitor sprint health, backlog grooming, and release readiness.
• Ensure compliance with VA security and suitability/public trust requirements.
• Participate in agile ceremonies (stand‑ups, sprint planning, retrospectives) and contribute to continuous‑improvement initiatives.

Required Qualifications

• Minimum 5 years of experience managing JIRA in large, regulated environments.
• Strong understanding of agile frameworks (Scrum, Kanban, SAFe) and software development lifecycle.
• Proven ability to design custom workflows, permission schemes, and automation rules.
• Experience with JIRA Cloud and Server/Data Center platforms.
• U.S. citizenship with Eligibility for a Public Trust clearance.
• Excellent communication skills and a collaborative mindset.

Preferred Skills

• JIRA Administration certification (Atlassian Certified JIRA Administrator).
• Familiarity with VA IT standards and healthcare IT terminology.
• Knowledge of scripting languages (Groovy, Python) for advanced automation.

Compensation & Benefits
