Release Manager (Remote)

Job Summary

GovCIO is seeking a Release Manager (Remote) to support the Health Services Portfolio Technical Management and Strategic Solutioning Support (HTMS) program for the U.S. Department of Veterans Affairs. This fully remote role is based in Phoenix, Maricopa County, AZ and offers a salary of $90,685 per year.

Key Responsibilities

• Plan, schedule, and coordinate software releases across multiple VA environments, ensuring alignment with established VA release management processes.
• Collaborate with development, QA, infrastructure, and security teams to verify release readiness and resolve blockers.
• Maintain release documentation, including release notes, risk assessments, and rollback procedures.
• Conduct pre‑release reviews, post‑release validation, and post‑mortem analysis to drive continuous improvement.
• Manage release calendars, communicate timelines to stakeholders, and provide status updates to senior leadership.
• Ensure compliance with VA security, privacy, and public trust requirements throughout the release lifecycle.
• Facilitate emergency and hot‑fix releases while minimizing impact on production services.

Required Qualifications

• U.S. citizenship with ability to obtain and maintain a Suitability/Public Trust clearance.
• Minimum 5 years of experience in release management or software delivery within a federal or large‑scale enterprise environment.
• Strong knowledge of ITIL/ITSM frameworks, CI/CD pipelines, and configuration management tools (e.g., Jenkins, Azure DevOps, Git).
• Excellent communication and stakeholder‑management skills.
• Proven ability to work independently in a fully remote setting while meeting strict deadlines.

Preferred Skills

• Experience supporting healthcare or veteran‑focused applications.
• Familiarity with VA OIT policies, security standards (RMF, NIST), and agile development practices.
• Certification such as ITIL Foundation, PMP, or Certified Release Manager.
