Quality Technology Services, LLC is seeking a Pre-Development Project Specialist in Ashburn, Loudoun County, US. This role supports the planning and early‑stage execution of data‑center projects, ensuring alignment with QTS’s rapid growth in AI and cloud infrastructure.

Key Responsibilities

• Collaborate with architects, engineers, and senior project managers to define project scope, schedule, and budget during the pre‑development phase.
• Conduct feasibility studies, site assessments, and risk analyses for new data‑center locations.
• Prepare detailed cost estimates, ROI models, and business cases to support investment decisions.
• Coordinate permitting, zoning, and regulatory compliance activities with local authorities.
• Develop and maintain project documentation, including master plans, Gantt charts, and stakeholder communication logs.
• Identify and mitigate potential design or construction challenges early to keep projects on track.
• Support senior leadership with strategic recommendations based on market trends and technology forecasts.

Qualifications

• Bachelor’s degree in Engineering, Construction Management, Business Administration, or related field.
• 3+ years of experience in pre‑development, project planning, or real‑estate acquisition for large‑scale infrastructure.
• Strong analytical skills with proficiency in Excel, cost‑modeling software, and project‑management tools (e.g., MS Project, Primavera).
• Excellent verbal and written communication; ability to present complex data to executives.
• Knowledge of data‑center design standards, zoning regulations, and environmental compliance is a plus.
• Ability to travel to site locations as required.
