General Manager – Policy & Advocacy
About This Position
Job Summary
Horticulture New Zealand is seeking a strategic leader to head its Policy & Advocacy function in Wellington. This full‑time role reports directly to the Chief Executive and is responsible for shaping national horticulture policy, building relationships with government and stakeholders, and championing the interests of over 4,300 commercial growers.
Key Responsibilities
- Develop and implement a comprehensive policy and advocacy strategy that aligns with HortNZ’s vision for a sustainable horticulture sector.
- Lead a small team of policy analysts and communications specialists, providing mentorship and performance management.
- Engage with central and local government, regulatory bodies, and industry partners to influence legislation, regulations and funding programmes.
- Prepare briefing notes, position papers, submissions and media statements on key issues such as biosecurity, trade, climate change and workforce development.
- Represent HortNZ at industry forums, parliamentary hearings, and stakeholder round‑tables.
- Monitor political and regulatory developments, providing timely analysis and recommendations to the executive team.
- Collaborate with membership services to ensure growers’ concerns are reflected in advocacy priorities.
- Manage the policy budget, external consultancy contracts and stakeholder engagement events.
Essential Requirements
- Relevant tertiary qualification in public policy, law, agriculture, or a related field (preferred).
- Minimum 8 years’ experience in policy development, government relations or advocacy, ideally within agribusiness or a related sector.
- Strong understanding of New Zealand’s horticulture industry, supply chains and regulatory environment.
- Proven track record of influencing senior decision‑makers and building high‑level networks.
- Excellent written and verbal communication skills, with the ability to translate complex policy issues into clear, persuasive messages.
- Strategic thinker with strong analytical abilities and sound judgement.
- Leadership experience managing teams and budgets.
- Ability to travel nationally and occasionally internationally for conferences and stakeholder meetings.
