Sr. Analyst/JIRA SME (Remote)

GovCIO is seeking a Sr. Analyst/JIRA SME to support the Patient Care Services Product Line for the U.S. Department of Veterans Affairs. This fully remote role is based in Douglas, Juneau, US, with a salary of $124,541 per year.

Key Responsibilities

• Act as the subject matter expert for JIRA, configuring workflows, screens, fields, and permissions to align with agile development processes.
• Collaborate with product owners, developers, and QA teams to translate business needs into JIRA solutions.
• Provide day‑to‑day support, troubleshooting, and training for end‑users across the VA ecosystem.
• Maintain and improve agile metrics, dashboards, and reporting to drive continuous improvement.
• Participate in sprint planning, retrospectives, and backlog grooming sessions.
• Ensure compliance with U.S. Suitability/Public Trust security requirements.
• Document best practices, SOPs, and knowledge‑base articles for JIRA administration.

Required Qualifications

• 5+ years of experience in JIRA administration and agile project management.
• Strong understanding of Scrum and Kanban frameworks.
• Proven ability to design and implement custom JIRA workflows and integrations.
• Excellent problem‑solving, communication, and stakeholder‑management skills.
• U.S. citizenship with eligibility for a Suitability/Public Trust clearance.
• Ability to work core business hours 8 am–5 pm ET.

Preferred Experience

• Experience supporting healthcare or government programs, especially the Veterans Affairs.
• Familiarity with Confluence, Bitbucket, or other Atlassian tools.
• ITIL or PMP certification.
