Sr. Analyst/JIRA SME (Remote)

GovCIO is seeking a Sr. Analyst/JIRA SME to support the Patient Care Services Product Line for the U.S. Department of Veterans Affairs. This fully remote role is based in Boise, Ada County, US, with a salary of $106,813 per year.

Key Responsibilities

• Serve as the subject matter expert for JIRA, configuring workflows, screens, and custom fields to meet agile development needs.
• Collaborate with VA product owners, developers, and QA teams to translate requirements into actionable JIRA tickets.
• Provide day‑to‑day support, troubleshooting, and training for JIRA users across multiple locations.
• Maintain and improve agile metrics, dashboards, and reporting to drive continuous improvement.
• Ensure compliance with U.S. Suitability/Public Trust security requirements.
• Participate in sprint planning, daily stand‑ups, retrospectives, and other agile ceremonies.
• Document best practices, SOPs, and knowledge‑base articles for JIRA administration.

Required Qualifications

• 5+ years of experience in JIRA administration and agile project management.
• Demonstrated expertise with JIRA Software, JIRA Service Management, and Confluence.
• Strong understanding of Scrum, Kanban, and SAFe frameworks.
• Excellent problem‑solving, communication, and stakeholder‑management skills.
• U.S. citizenship with eligibility for Suitability/Public Trust clearance.
• Ability to work core business hours 8 am–5 pm ET.

Preferred Skills

• Experience supporting healthcare or government IT initiatives, especially VA programs.
• Knowledge of DevOps toolchains (Bitbucket, Bamboo, Jenkins).
• ITIL or PMP certification.
